塞力克江·阿德勒汗，Serikjan Adelihan，1984年3月3日出生，新疆维吾尔自治区伊犁哈萨克自治州人，哈萨克族，伊犁哈萨克自治州新源县塔德勒镇喀尔哈勒村公民，伊犁哈萨克自治州霍尔果斯市对外陆路口岸劳务运输工。
被抓捕前，曾一度在新疆伊犁哈萨克自治州霍尔果斯市对外贸易（陆路）口岸从事劳务及运输工作；2018年7月31日，突然被伊宁市警方从霍尔果斯市口岸莫名带走刑拘，自此失联；同年9月7日，被伊宁市检察院以涉嫌“非法经营罪”转正式批捕，被指控因其在口岸工作期间，劳务输出工作曾被政府监控部门拍录，因而被认定大有“非法经营”之嫌；但其家人坚称，其被抓捕主要原因在于其姐移民国外，并自愿放弃中国国籍而成为哈萨克共和国公民，故其被作为打击报复对象所致；2019年5月16日、8月20日，其案在伊犁哈萨克自治州伊宁市法院两次庭审，2019年8月20日，终被一审以「非法经营罪」判处有期徒刑3年6个月，罚金人民币3万元；2022年1月29日，刑满释放。此前被羁押于伊犁哈萨克自治州伊犁市看守所。
庭审前，因新疆当局不准家人为其委讬辩护律师，故其只能自行辩护，与此同时，其妻亦遭伊宁市检察院来人恐吓要胁，要想让检察院对其夫免除判刑，家属必须支付30万元保人民币，否则免谈；其父亲及其兄弟多人亦受牵连，在工作期间常遭当局拍摄、监控。
