Gordon Ng Ching-hang, born on September 9, 1978, English name Gordon Ng Ching-hang, online alias Li Bo Lu, a citizen of the People's Republic of China (Hong Kong) and Australia, volunteer for the Hong Kong strategic election initiative "Project Thunder," initiator of the "Vote for Three, Don't Vote for Three" petition, and an independent pro-democracy figure.

In his early years, he attended Waverley College in Sydney, Australia; After graduation, he worked at an investment firm from 2009 to 2016, and subsequently became a volunteer for the strategic election plan “Thunder Plan” proposed by legal scholar Benny Tai; In 2020, despite having no prior electoral or political experience, he launched the “Three Votes, Three Non-Votes” petition on the eve of the pro-democracy primary for the Hong Kong Legislative Council election, hoping that the pro-democracy camp would unite during the Legislative Council election process to secure a majority of seats; at the same time, to assist Benny Tai in formulating the primary election plan, he also placed an advertisement on the front page of *Apple Daily* and wrote letters to Hong Kong political figures to seek support for his initiative; After the primaries concluded, he continued his political activities under the banner of the “Legislative Council Petition”.

However, with the formal implementation of the Hong Kong National Security Law,in January202116, he was suddenly arrested by the National Security Department of the Hong Kong Police Force on suspicion of organizing the primary elections to "subvert state power," and was subsequently granted provisional release on bail by the police. However, on February 28, he was arrested again along with 46 others (collectively known as the “HK47 case” or “primary election case”), and charged with “conspiracy to subvert state power”; Subsequently, he applied for bail, but unfortunately, the court denied it and informed him that he would remain in custody pending trial; furthermore, his dual nationality status is no longer recognized in Hong Kong (i.e., it is not recognized under China’s Nationality Law, and the defendant is still considered a Chinese citizen) ;On August 19, 2022, the five defendants in the “Hong Kong 47 Case” were formally identified by the court as “ringleaders” (i.e., principal organizers). While the other 4 individuals indicated they would plead guilty, he alone stated that he “absolutely does not believe” he had committed a crime, declaring, “Therefore, I have decided not to plead guilty,” and “I am afraid, but I will not back down.”

On November 19, 2024, they47 individuals had their sentences handed down simultaneously at the West Kowloon Magistrates’ Courts in Hong Kong. As a “ringleader” who “pleaded not guilty,” he was sentenced to a heavy prison term for “conspiracy to subvert state power” of 7 yearsand 3 months, with the sentence set to expire inMay 2028.

He is currently detained at the Lai Chi Kok Reception Centre.
