Jia Xiaoyu, female, from Shunping County, Baoding City, Hebei Province, is the parent of a child injured by a vaccine.

In July 2016, Jia Xiaoyu’s two-and-a-half-month-old son, Jia Yaojie, developed physical and intellectual disabilities after receiving the polio vaccine; His left lower limb is completely paralyzed, with muscle atrophy, hip dislocation, foot deformity, and scoliosis. His intellectual impairment has led to autism; he is unable to communicate with others or call out to his mother on his own.

On February 1, 2023, after Jia Xiaoyu left the State Bureau of Letters and Calls seeking funds for her son’s medical treatment and basic living expenses, she was violently intercepted and forcibly returned by black-clad security personnel from the Shunping County Health and Public Security Bureau. On February 2, the Shunping Public Security Bureau initiated administrative detention on charges of "picking quarrels and provoking trouble." Upon expiration of the initial term, they extended the administrative detention on the same charge and have refused to release her. On March 12, 2023, her administrative detention was converted to criminal detention on charges of “picking quarrels and provoking trouble,” and she was formally arrested on March 25, 2023.

On November 27, 2023, she was sentenced to four years in prison by the Shunping County Court in Baoding for the crime of "picking quarrels and provoking trouble." Jia Xiaoyu’s sentence runs from March 12, 2023, to March 11, 2027. Her current place of detention is unknown.
